Can nuclear reactors be run efficiently away from the coast?

U.S. WIN received the question below on Twitter. We asked Amanda Hart of Palo Verde Generating Station to answer the first part of this question. Watch her response in the YouTube video below talking about the reuse of waste water to cool their three reactor units!

Do nuclear reactors need to be near shore or can they be built to run efficiently away from the coast say 50k or so ?
Can reactors be small enough that they can run small towns 5-50,000 people, or do they have to be massive projects for millions of people only?
